In present age,bytes stream almost permeate every corner of the world. In one hand,the government must take responsibility brought by e-commerce in a global scope. This responsibility include rule of law as well as management and administration .In the other hand,it can also improve its service for the society by the development of technology. The Public Security Division will be sure to impulse the development of society by making use of technology .The Entry-Exit Administration Bureau of Public Security point it out that we should develop our MIS by the deep reform of our police affairs system .there should be a new admin mode of centralized issuing and inspection through the computer net work on the base of free application and good service . This push the MIS to a very important position , and it make it clear that the new admin mode has to base on the computer network . That leads to the fact that MIS become more and more important in the field of Entry-Exit .The application of Entry-Exit Administration by electrics (EEAE) in our country started at the beginning of 1980s. For the past ten years,the electrics administration has developed rapidly and has evolved through three phases ,single operation and single application, Local Area Network(L AN),Wide Area Network. The Entry-Exit administration system is a MIS based on WAN,Which will have a great effect on the modernization and network process of Entry and exit management in our country in the future.Management Information System (MIS) is a very important field of management subject . It is the key to realize the modern management . It will deeply effect our national economy and government work .MIS manages data by computer techniques and provides the manager with decision support to make manager work efficiently. It is a system which establishes the analysis plan,control and decision modules and the corresponding database to provide an organization with an information collecting storage,management,analysis and decision function by using computer hardware and software techniquesMIS is composed of four levels from top to bottom. The first deals with daily affairs.The second is the plan for frequently working and information management of control. The third is the concrete plan and information of decision .The last is the strategy plan and information of decision. Each sort of information in each level uses the data in the below levels and the new data.The main functions of EEAE are collection,handling,storage,management,query and transfer of information. In EEAE,the management in the basic level accon1plishes thecollection,storage,handling and transfer of information and management of information to some degree. The management in the high level realizes the management and query of information and decision functions.There are two research methods of MIS: life cycling method and quick prototype method. In EEAE,we use the latter design method is quick prototype which is more suitable and advanced. What we should pay much attention to is the system analysis and system design.The police administrating system is one of the special construction of our country . It is significative to increase our management level and realize the modern scientific management mode . After China join the WTO , many information constructions are carry out in every field accompany with the development of internet techniques . The Public Security division which in charge of nation safety should go the first , The Golden Shield System and Global Police Information System which have been working in our country have make it truth . Not only advanced police information system shows the ordered system ,but also it is effective to improve our service level .The Entry-Exit system master more about its own system , structure , affairs on the base of modern information technique . It will reduce the unnecessary programs and make the work open , justice , and high efficiency . The EEAE will lead the work streams go under the laws efficiency and properly . It is a new discovery of our government on the system reforms .The EEAE is entrusted by the Ministry of Public Security to realize the modernization and automation of local Entry-Exit management. The EEAE divided into two subsystems,the Entry-Exit administrate in the upper management level and the one in the basic level.The Entry-Exit administrate in the upper level is fit for the unit in province and city .It accomplishes the work closely connected with the basic level.The traditional MIS has many shortcomings in design and working. For example ,some are single and unopened system,Which can not communicate with other systems .Some have the ugly interfaces. It is difficult to maintain some traditional MIS,which results in report investment. Some have long developing cycle. Some have short life period,and are not easy to update. In the 1990s,the architecture of the computer has spread from the period of a single computer, LAN to the period of WAN. Internet/Intranet will be the direction of MIS.Finally,the dissertation discusses a new computer telephone application mode. It elaborates on the techniques of Internet/Intranet. And the Entry-Exit administrating system is based on web technique. The web technique is mainly composed of three components,which are web browser,web server and other application program (such as CGI application programs).Its basic protocol is HTML language,HTTP protocol and TCP/IP. By these techniques,we can establish a Entry-Exit administrate system independent on flat,which improve the working efficiency of the Entry-Exit administration bureau and benefit people.
