In recent years, with the rapid development of communication technology, the long-range digital communication system with high bit rate has been highly focused. Furthermore, the market demand of broadband analog signals'transmission increases greatly. Since the improvement of amplifier and dispersion compensation technology, some well known fiber parameters, such as loss and dispersion ,no longer affect the capability of communication system any longer. However, the influences brought about by polarization-mode dispersion (PMD) to the long-range digital communication system and short-range analog system therefore can not be neglected. So, each manufacturer of optical fiber and optical cable has regarded their productions'PMD as their current research emphasis. In this paper, some theoretical knowledge about PMD such as waveguide and birefringence are presented firstly. Then, based on the practical produce and requirement of the NWF, the capabilities of PMD are analyzed and studied in detail from three aspects. First, comply with the produce course of optical fiber and fiber ribbon, the distribution features of PMD in each process and the affection given by each process are assayed. In terms of the results, the technology norms and inspection courses of NWF fiber's PMD are drawn up. Besides, some useful advices about how to select PMD in practically using fiber productions are also brought forward. Then, through designing experiment model, different influences on PMD brought about by different external forces are chiefly compared when the other conditions are all the same, and the concept of layered impact of external forces is firstly expounded. Lastly, the perception of PMD link value and the method how to analyze the value by the way of statistical model are both introduced. What's more, the technology norms of PMD link value are raised as well based on the calculations of statistical model.
