Nowadays, intelligent transportation system (ITS) is a foreland research task which is applied to the electronics in the traffic field in the world. It utilizes methods of information technology, position and navigation technology, image processing technique, electronic sensor technology, automatic control, data communication technology, computer network technology, artificial intelligence and operations research to improve the relationship of vehicles, roads and users. It is beneficial to the achievement of intellectualized traffic.ITS has been developed over more than 40 years abroad, which is the most popular mean in developed countries nowadays. It bases on a mature traffic network, and achieve efficient control on traffic flows through satellite positioning system. In this way, it help to realize the reasonable use of limited traffic network, and play a more important role as a carrier. In the middle of 1990s, the pace of development of intelligent traffic in Europe and America was speeding up. The experts who claimed to adopt ITS considered it will help to raise efficiency as well as save energy and time. Besides, the apply of ITS can also reduce traffic accidents and thus cut down related economic losses.Due to drivers disobeying or running the red light, road accidents occurrs easily at road junctions.
