Since the university administration set down the policy to attract talents, the increase of the high-level talents posts the big challenge for Personnel Management work.At the present time, the management of university is on the stage of labor controlling. Staff in Personnel Department is in charge of a volume of work. In this process, management is not in time and some errors may appear. Therefore, it is necessary to develop an efficient and convenient Personnel ManagementThe design of the system should fully meet the requirement of Personnel Department. The mixture of C/S and B/S mode needs to choose an efficient and reasonable database. It is known that MS SQL Server has good compatibility. In addition, it has the function of fast developing internet system besides expansibility and reliability. In particular, it can store XML data directly and output the searching result in XML format. So it constructs the interoperability of different structures and lays solid foundation for the application and service of internet enterprises. These features play an important role in NET strategy.So this paper adopts MS SQL Server 2000 Enterprise edition which can meet the requirement of integrated management in C/S system. Meanwhile, it can also collect remote information on the Internet.According to the requirement, we ought to design the database structure logically in order to meet the requirement of Application System.Organization form is set up to realize the function of system accordingly. Department form is convenient to manage the faculty in each department. Faculty basic information form is used to manage the basic information of the faculty and at the same time to provide essential basis for other enquiry functions like remote information management. Educational level and degree form is to manage the further study and the change of degrees of the faculty. Resume form is to manage and refer to the status of work change. Titles form is used to confer the academic titles of the faculty and refer to appointment things of them. Administrative and Party post form is to manage the change of the faculty's duty. Resignation form is used to manage the resigned of the faculty. Job transfer form is used to follow the specific conditions of the faculty. Post shift form is for managing and inquiry about post shift conditions of them. Retirement form is to manage the retired teachers. Award form is used to record and refer to award conditions of them. Punishment form is for recording and referring to the punishment conditions of teachers. Research paper form is to record the papers of the faculty in the scientific research. Research program form is for recording the works of the faculty in the scientific research. Scientific research program form is to record their programs in the scientific research.
