Nowadays, J2EE is the one of the best platform for business software development. The structure of traditional J2EE is complicated for system development and testing. In order to overcome the shortage of traditional J2EE system development, this study found out a new solution for J2EE Web system development. In addition, this study demonstrated the improvement of new solution comparing to the old one, in quality, system maintenance, expansion and simple Java Web system.This study explained the structure of traditional J2EE system, its corresponding component as well as the rule on how to develop J2EE web. In addition, it explained the problems in presentation layer, application layer, and database layer when developing J2EE web, from the structural aspect.This study introduced the definition of light weight container, analyzed the advantage of light weight container comparing to EJB container, and explained the fundamental working theory of IoC and AOP. This study introduced light weight container Spring, and explained its core module, and corresponding working theory. I focus on how Spring functions, and what functional components it can provide us in research and development.Using the application of lightweight container Spring on "Shandong Traffic Administration Fee System" as an example, this research analyzed the implementation of J2EE software development based on lightweight container. This research also explained how to use spring to conduct system development, how to integrate lightweight container spring and other frames, and how to achieve the simple, effective, non-intruded integration, based on implementation of presentation tier, business tier, and database tire of "Shandong Traffic Administration Fee System". "Shandong Traffic Administration Fee System" implements and proves that lightweight container is reusable and effective. The following test again proves this system not only give satisfying performance, but also has high maintainability and reliability. This system is a prefer integration of Spring, Struts, and Hibernate.
