In the modern warfare, the work environment of radar system is becoming more and more complex. By using modern simulation technique, the living radar echo is produced to test and evaluate every performance of radar, which is necessary in the scheme argument, system design, and the process of developing and producing of radar.The coherent video signal simulation is applied to model and simulate the targets and environment of radar in this paper. Based on the existent achievement, an integrated and universal model library of radar targets and environment is established, which provides many kinds of transmitted signal, jam and clutters, and simulates many kinds of movements of radar and targets. The target model of Ultra-wideband radar is established. For the low altitude detecting and tracking radar, the low altitude target multi-path echo model is established. The simulation proves the accuracy of model and the feasibility of distinguishing the direct and indirect path echo by using the high resolution in time domain. Furthermore, a friendly and easy enlarged simulating software is developed. With the interface of software, the simulating system of multi-target and environment can be easily established. The parameter of every module in the system can be setup, and many simulation data can be produced, so the software can be expediently used and communicated.
