Deregulation of electricity markets around China is pushing player to face competition. Power Companies are thus looking for ways to improve their efficiency and to gain Client's preference and confidence. Taking advantage of the technological innovation, Automatic Meter Reading (AMR) and Energy Management Systems (EMS) can be a vital tool in such a competitive scenario. This tool can make the Power Corporation to enforce the power load control and the company's management .The solution for the power load control which together with software and hardware based on ARM and GPRS meets the demand of the current market in the power load management. This paper gives a whole system solution which the mast-station bases on .NET2003 and the load control terminal bases on LPC2214 andμC/OS-II. The communication mode of the mast-station and the load control terminal is GPRS, which is online every time, rapidly reactive speed and charges by the data flow to lower the cost. This power load control terminal solves the problem of how to communicate with different communication protocols and provides lots of power meters which have different communication protocols. The paper also researches the power load forecasting and gives an analysis of a short forecasting algorithm.In practice, the electric power load control terminal based on ARM runs reliably to improving meets the demands of users. It is of great significance safety and economical operating level of distribution network and enhancing the energy management and power supply quality, at the same time, effectively economize energy, alleviating the press of consume electricity.
