In the development of water environment information system of Suzhou, there are three problems which deserve further research, namely: how to solve the problem of "data transformation" between heterogeneous databases better; how to implement the user interface which has more expressive abilities and more convenient operations; how to perfect the current system by adding some inference abilities. The thesis starts from the problems. By delving into some theories and technologies such as ontology, description logics, OWL and RIA, the thesis presents point of view that the given business of water environment could be investigated from the level of semantics, and gives a methodology to model the given business with descriptionlogic. Use SHIQ to formalize the given business of water environment, then change theformalism of given business in SHIQ into OWL which is an accessible format of computer. Onthe basis of steps mentioned, the related components could be implemented to solve the problems and make the system perfect.The content of this thesis contains several aspects as follows:(1) Introduce the theories and technologies such as ontology, description logics, OWL and RIA. And study the status quo of them.(2) Integrate the actual need of Suzhou water environment with the related standards of the area of water environment, then analyze and conclude the given business of water environment from the point of view of ontology.(3) Introduce the basic concepts and inference of description logics. Especially, the thesisintroduces the syntax and semantics of description logic AC and description logic SHIQ.(4) Introduce the limitation of RDF and RDFS, and three types of OWL and the relation between SHIQ and OWL.(5) On the basis of introduction of the principles and methods of constructing ontology, the thesis gives a method to model the given business of water environment using description logics.Use the description logic SHIQ to model the given business of water environment, and construct the knowledge base.
