Since the 1980, wireless mobile communication has been well developed, now this development is going on, if not even more. At the same time, as the biggest mobile system nowly in our country, the optimization of the GSM system becomes more and more important. There are some reasons as follow:⑴Although the technology of the mobile telecommunication is developing rapidly, and the standards of 3G(the third generation) mobile telecommunication is perfect, the GSM system will keep alive for a long period. Now there are about 190 operators in about 100 countries who are dealing the GSM systems and serving consumers. For the purpose of protecting investment and interest of merchant, the GSM systems will keep on existing and developing. But to guarantee their service quality, the GSM systems need to be optimized .⑵By the optimization of the GSM systems, we could mine the potential, exert the advantage of the systems, provide better service, satisfy users'need, and make more profit for merchant.⑶Even entering the age of the third generation, the GSM systems would coexist with the CDMA systems for long time because of production of the double-mode phone, which makes the switch between the GSM and CDMA systems possible. Thus, we should maintain good service of the GSM systems by optimization, and provide better coverage and function along with the CDMA systems.Since the company where I work in has been engaged in mobile network optimization. Network Optimization and daily work are primarily focused on the quality of support calls, and try to reduce the rate of disconnection and blocking two targets, thereby to great lengths to assure that the mobile communication network quality, efficient operation. In this paper we proposed an optimization plan which is based on the reservation channel policy to improve the performance of the GSM system. At present there are such policies to handle the handover call: non-priority policy, reservation channel policy, queue policy. In all of the above policies, the blocked possibility of new call and the dropped possibility of handover call are conflicting. Call handoff is against the handling of the cellular system. The...
