Since the reform of collectivization on newspaper industry from 1996, the scale and overall strength of newspaper industry in China have been greatly enhanced; many changes have also taken place in the structure of newspaper industry. Newspaper as a rising industry in China, how to properly analyze, evaluate the contemporary status of its structure and further improve the structure so that a stable, fast and sustainable development of newspaper industry can be obtained, remains an important subject for the government and newspaper agencies.Adopting the principles of industry economics, and applying industry analyzing framework (SCP framework) of Harvard School, this article conducts a defined and rational research on the market structure and behavior of newspaper industry, analyzes the influences of market structure upon market behavior, evaluates the overall status of the operation of newspaper industry in China, and proposes solutions on the improvement of the policy in regard to newspaper industry accordingly.This article concludes that the oligarch monopoly groups of newspaper organized in provinces and cities of China has basically formed an oligarch monopoly competitive market, and the price behavior in newspaper industry is determined by such a market structure, whereas for a united market as a whole in China, the newspaper industry is a limited competition market under the protection of the government and it is lack of collectivization, so the article proposes that a collectivization strategy have to be implemented.The innovative sense of this article lies in that on one hand, it inclusively analyzes the market structure of newspaper industry through macro and micro aspects, and properly evaluates its market behavior and operation efficiency, and put forth the reasonable suggestions of improvement; on the other hand, it adopts principles of economics and takes the real status of newspaper industry in China into consideration, analyzes the relationship of competition in newspaper market, thus provides angles of research on the application of economics. This article have practical and theoretical senses in the improvement of the structure of newspaper industry, the promotion of effective competition, the scientific stipulation of policies on newspaper industry, and the upgrading of the administrative ability of the government as well.
