With the development of computer technology, multimedia technology and increase of the demand of information, multimedia information has become the main resource data of all sorts of information systems. The range of information media expands rapidly which is disposed by computers, not only we require the databases and other information systems can deal with storage and key frames retrieval to the images, video and audio, but also we need to analyze the content of multimedia data to reach deeper retrieval levels. So content-based multimedia information retrieval comes forth.With an extensive survey of video features, we choose"video fingerprints"as the feature extraction algorithm. The"video fingerprints"has many favorable features, such as easy and unique extraction, and drastically video information reduction. The video retrieval system based on video fingerprints provides an accurate and efficient video retrieval, and is widely used in real systems. We tackle the problems with improved algorithms. Firstly, we propose a new algorithm which compares the change of video fingerprints instead of comparing video fingerprints directly and interlace scanning is taken considered to make the algorithm more efficient.Firstly this paper introduces the concept of Video Retrieval and MVC Pattern. Then it describes the designing and development method of the Web Video Retrieval system using MVC Pattern. Aim at the actual circumstance of narrow current network bandwidth, It's impossible to deliver the video and search the video directly on the network, this system gives a kind of way to search the video on the network using another design. This system has friendly user interface and good maintainability and expandability.
