During the past decade, many approaches have been developed to achieve scalabilities of video. It is necessary to study the file storage technology of scalable video for the store, manage, exchange and transfer of scalable video bitstream. The thesis defined a generic maths model to describe the scalable video bitstream structre and rate-distortion information properties. A file format is proposed based on the generic model and ISO base media file format.We first create a Directed Acyclic Graph model to describe the substreams and relationships among those substreams in a scalable video stream. By Directed Acyclic Graph model, video server can select correct substreams by network bandwidth and terminal capability to get any frame rate, spatial resolution but coarse granular scalability presentation of video.Second, an Adaptive Rate-Distortion model is proposed by extending Directed Acyclic Graph model for fine granular scalable video coding. We add rate, original distortion and adaptive scale to the Directed Acyclic Graph model. The error propagation path is changed because that the different substream sets are selected for specific spatial and temporal resolution, but this Rate-Distortion model is adaptive with different error propagation paths. We can easily estimate the distortion at different error propagation situation. The Lagrange multiplier method using rate and distortion information is then applied to optimal allocates bitrate for each frame in fine granular scalability substreams.We take H.264 Scalable Extension as example to analysed the bitstream structure and error propogation path and create the Adaptive Rate-Distortion model. Complying with the presented scalable video stream model, the file format for scalable video is proposed based on ISO Base Media File Format, which is simple and flexible enough to address the demands of scalable video application. Experimental results confirm the effectiveness of the proposed file storage technology.
