As the fast development of the network, telecom, micro-electronics technology and people's standard of living, video monitoring system catches up people's attention increasingly by its intuitionist, convenience, abundance content specialty, and has extensive application in commerce and military area. To meet the requirements of automatic tracking, real-time tracking, multi-object tracking of the video monitoring system, this paper provides a multi-object video monitoring system based on three layers dynamic interaction system. On the foundation of past research, author put forward a single-object tracking and detection algorithm based on background subtraction algorithm and a multi-object cooperative tracking and detection algorithm based on three layers dynamic interaction system, to implement credible unmanned active-scene detection and consecutive, real-time, concerted multiple active object tracking .First the dissertation carries out high level design of multi-object tracking and detection system based on three layers dynamic interaction system, puts forward system high level architecture, and gives introduction and analysis of system hardware and software structure, then expatiates on single-object detection and tracking algorithm including backgrounds matching and subtraction algorithm, object center algorithm etc. Paper gives introduction to dynamic integration of Intra-AVA modules, implements single object detection and tracking. After that paper expatiates on multi-object cooperative tracking algorithm based on three layers dynamic interaction system including coherence differentiate algorithm, two object identification, and protocol used for multi-video combine Intra-Agency layer and Inter-Agency layer, introduces dynamic memory between two levels, resolve the resource distribution problem of multi-object tracking. At last paper carries out single active object detection and tracking experiment, object coherence judgment experiment and multi-video communication and cooperative experiment. In single- object detection and tracking experiment system can track the object continually and credibly, because of the use of block matching algorithm in background matching, the system run time is reduced.
