With the high digitalization development of human being, the development and popularity of digital image, digital video and digital TV will also be necessary. Nowadays, the research of the collection, display, store and transmission in respect of visual information and the optimization of digital image and digital video system already are becoming an important and challenging domain of study. With the development of digital communication and wireless communication technology, digital image technologies have developed rapidly. Because the signal terminal of image communication is human and the output of image communication system is general observed and appraised by human, the research of image quality assessment is one of important technologies in image information project. At the same time, image quality assessment has become an important subject in the course of image communication.Nowadays, the international acknowledged and the most reliable approach of evaluating an image or video quality is MOS, by reason that human is the terminal accepter in the course of many image applications. However, the MOS is indefinite and affected by the background of knowledge, the purpose of observation, the environment of observation and human visual psychological factor etc. of observer. At the same time, the process of appraisal is complex. The denotement of human visual psychological factor is difficult through mathematical model, so the appraisal consequence isn't sufficient accurate. The design of image system is inconvenience and the project application is also difficult. On the other hand, according to image attribute, researchers make an attempt on another approach of image quality assessment by accurate statistics and data. The approach is named as objective image quality assessment. The objective image quality assessment is precise and simple. The method can compute the gray scale difference between original image and anamorphic image, but the visual psychological factors aren't considered.
