The development of embedded computer system is needed widely in the future.With the development of the technology, embedded processor inner resources are more and more complicated so that it does not work efficiently without operation system.So it will be very meaningful to port the embedded operation system and develop the debug environment.This paper adopts ARM+DSP embedded processor TMS320DM270 develop board as target to develop an integrated embedded development environment , and realize the model of the netmeeting H.323 terminal. The development of the embedded application system must be based on an efficient platform, in order to use the resource of the hardware sufficiently. To begin with, the host cross-compile development environment is configured with the tool-GCC of the GNU free software. Then develop a Bootloader program based on the DM270 hardware, in order to communicate the host and the target BOARD. The Bootloader should finish the initialization of the time and hardware, the establishment of the data idle channels, the operation of the external memory etc. The embedded operation system can be ported to the BOARD successfully with the supply of the Bootloader.
