Aiming at problem of the current inspection management of electricity that includes ignoring business process integration, real-time performance is poor and flexibility is not very well, in this thesis, we use the design of message publish/subscribe model to resolve electricity sub-systems integration, propose a framework based on publish/subscribe model which suit for inspection management of electricity. The main idea of this framework uses one-to-many message mechanism of publish/subscribe model to support synchronous communication among sub-systems, provide loose coupling connection and transparent call for inspection manage system of electricity, overcome the tight coupling problem of time,space and control existing in system integration, reduces the coupling between communication. We also propose the design of measure monitor terminal and inspection management platform of electricity based on publish/subscribe model, publish real-time circuital data to inspection system of electricity by custom electrical message data protocol.In order to adapt the improvement and development of power networks, an improved fuzzy cluster algorithm is adopted in the design of inspection system of electricity for analysing the real-time electrical data, this algorithm uses K-means cluster algorithm to iterate the Fuzzy C-means cluster algorithm's initial cluster center, combine with Fuzzy C-means to optimize fuzzy cluster datasets, reduce the iteration time, improve the efficiency of fuzzy cluster algorithm. The result shows that this improved algorithm suits for large scale of real-time electrical data clustering analysis, it can be used to distinguish abnormal electrical phenomenon in the inspection management of electricity.
