Viewing the current world, to construct a service oriented government is the irresistible trend in all countries' government reform, and which can only be achieved after the establishment of an electronic processing system of governmental affairs. Building an electronic processing system of governmental affairs is a lead or engine which will push forward the nation's informationizational development and is the main direction of the government administration reform which has been vigorously carrying out in many countries. In China, the electronic processing system of governmental affairs construction has already started in all around. Most provinces have set up their own official government websites, which greatly benefited the local administration improvement, meanwhile led to the net security issues consequently. Featured with its specialty, once being invaded, the government website, and even the government itself might have to bear an irremediable loss. Therefore security has become the major issue in the system construction. Basing on examples of security system construction for weihai government's central network, this text gives an risk analysis of the net security, a design case of a security system and an outlook to the future in this respect.Aiming at covering those security demands of weihai government website, the security system is designed composed of firewall setup system, invading detection system, safety evaluation system, safety audit system and anti-virus system. Generally, the desired results have been achieved, and the anticipated objectives have been attained.The text is started with an introduction of the security problems existed in the current government website, stresses the urgency to build a security system first. The author analyzes the risks in terms of physical security, connective security, network safety, systematic safety, applicative safety and managerial safety, etc. in the second part. He designs a security system in the third part, which includes firewall system, invading detection system, safety evaluation system, safety audit system and anti-virus system. The text is closed with some discussion on future research direction of the security system development.
