This system is an electronic vetoing system which make the process of Representive's bill-vetoing through the net possible. This process may include the following: user login, votes download and parse, ballots store and edit The system not only improve the efficiency of government, but also enhance the transparency of the bill-vetoing, it is an effective representation of Representive system.This system is analyzed and designed by using UML modeling tool Visio 2003, and it adopted the B/S model. The client side is by using IE6.0, the web tier by the server side is by using Struts Framework, and DB tier is by using SQL Server 2000. Java is used for the devlopment language and IDE is WSAD 5.1.1.This paper is made up of 5 chapters. Chapter 1 is the introduction about context, hardware environment, software environment and my work. Chapter 2 is about requirement analysis includeing functional and no functional. Chapter 3 is about design and implementation of the subsystems including general design and implementation of the subsystem, exception handler, configuration document, and there are 8 subsystems: user login, votes download, votes parse, votes store, votes edit, ballots edit, generate visf, generate xml. Chapter 4 is about design of the 10 database tables: login, vote, vote_stat, ballots, memcand, committee, bills, cong_session, congress, and web_lookup. Chapter 5 is about the technology adopted during the system implementation including MVC model, Struts framework, DAO object, PO object, SQL Server DB, Websphere server and IDE of WSAD. The last part includes conclusion, thanks, graph index, table index, reference and list of my published paper.
