On the basis of analysis and research on the relative algrithms of compression and remeshing based on 3D meshes progressive transmission here and abroad, a 3D mesh progressive compression and remeshing algrithm based on normal meshes was supplied in this paper . The characters of the new algrithm are as follows:(1) Having improved on the progressive meshes algrithm of Hoppe, and enhanced the efficiency of compression on 3D geometry data using the high compression rate and multi-resolution of normal mesh. The argrithm breakes the previous ideas based on progressive mesh, and combines the progressive transmission and reduction of data transmitting.(2) After analysis of the methods and characters of local subdivision of meshes that was given by Labsik and Yu Xingzhou, a scheme was proposed to eliminate the discontinuous changes in the remeshing built on the Guskov's relaxation ideas. With this idea, the continuous, smooth and progressive effect display is realized at client when progressive transmission works.(3) By adjusting the number of remeshing level, the new algrithm overcomed the shortcomings of local subdivision algrithm, such as the remeshing process couldn't be controlled and its remeshing precision is low.It was showed from the results of experiments that the amount of data was decreased after the decimation of 3d models, and the geometrical characters of the original models were preserved perfectly. The compression efficiency and time efficiency were incarnated ideally by this arithmetic.
