While studying sustainable development of the old industrial base of Liaoning province, researchers have a general understanding of the strategic problems. This understanding is structural, so the problems are also strucatural. So that document retrieval to provide the researchers the support of documents is structural retrieval. For these structural problems' hard retrieval, a supply-demand matching method for structural problems is presented in this thesis and it is realized in the strategic study support system.First, the framework of the supply-demand method is discussed. By the initial understanding of a structural problem, these problems are analyzed into some sub-problems. The problem and sub-problems construct a problem tree. The documents collected are also organized with a tree which is called the knowledge tree. The node matched with each node of the problem tree is extracted by computing the match degree of the nodes between the knowledge tree and the problem tree. According to some matching rules, the node matched with a group of nodes of the problem tree is extracted. Both nodes of the knowledge tree and the problem tree are texts, so the match degree of the nodes can be measured by computing the relativity beween the texts.Second, the method of computing the semantic relativity between two texts is introduced. The keywords method does not consider the semantics and pragmatics of the words. In this thesis, the ontology is introduced to the information retrieval, and an ontology-based semantic relativity computing method is discussed. The sibling relation of concepts is not important in this method.Third, a strategic study support system is designed. It can't only provide the researchers a platform to communicate with others, but also provide documents for the researchers to study the structural strategic problems.Last, by taking an exam of the collected documents, this thesis compares the method of this thesis with the method without supply-demand model and the method based on geometrical distance. In this exam, three factors are introduced: Precision, Recall and computing time. The method of this paper is fit for studying problem.
