With National economy's higher demand on electric power, the dispatch of electric network becomes more and more complex.Meanwhile, as electric devices upgrade constantly and the relative technology develops rapidly, the electric power's operational way and system become more and more diversiform and complicated. At the same time higher requirements have been put on technicians, which including the mastery of new knowledge and technology, accurate operation to ensure that the electrical power runs safely, unfailingly and stably. To meet these reqirements, the first thing we should do now is technological training. Then developing a system which integrates training, examination and communication to improve the efficiency on information communication, accident handling, and new technology mastering is absolutely necessary. And also, this system can further enhance the electrical's security and normal operation, help leaders to gain the information about the whole level of the relay protection in four countries and make the macro decision.In summarize, developing a distance education system is entirely necessary. In this paper, we present our ideas on how to design and analyze the Examination System of distance education. Firstly, we talk about the background research, system's architecture and design module. Secondly, starting from J2EE framework which includes Client Tier, Web Tier, Business Tier, we analyze the system with use case that integrates MVC's design pattern and extended UML module, and then present details on the system's development with B/S module. At last, we develop an actual system and explain some key technologies, such as MODULE CONTROL, WEB-PAGE FILTER, CONNECTION POOL.In the end, we compare our system with other systems and get the conclusion that our system is much safer, more effective and flexible. Furthermore, we discuss on the improvement of the present system to provide much better services for electric power industry, the better way of combining the system with distance education and applying in electric network.
