With the development of remote sensing technics and internet technics,the resolution and the update speed of GIS image data improve more and more greatly.How to share and browse GIS image data on the internet is an urgent problem. To solve this problem, a data organization with high efficiency which is the foundation of WebGIS application is required.In this paper , a wavelet bi-pyramid structure based on integer wavelet transform has been presented. With this method, the origin image is separated into an image of the lowest resolution and two series of detail datas of image ,which form two pyramid——wavelet bi-pyramid. These detail datas are divided into several blocks with same size to be saved. In theory, the total number of data after several transforming has not changed, i.e no data redundance and the origin image can be restored perfectly and losslessly. In this paper a method of multiresolution for vector based on ZhangDu feature has been presented. It is simple to get vectors of different resolution with this method and it is not necessary to decide a threshold to get vectors of different resolution whith this method.A system to distribute image data and vector data together has been presented, which has defined a protocol for effective distribution of mass geography space data. The experimental results show that the browse speed and the image quality has been improved greatly .
