In antenna engineering, there are two kinds of important problems, which are how to reduce radar cross of scattering (RCS) and how to design a paraboloid antenna with two feeds in multi bands. Frequency selective surface (FSS) is a good choice for solving those problems. FSS is a kind of planar periodic structure, which has the character of filtering. At first, we introduced its character and application. We also analyzed it with the spectral approach. According to the requirement of a paraboloid antenna with two feeds, we designed a ring elements FSS as a sub-reflector. We introduced the design method through analyzing the simulation and measurement data. As the paper's innovation,we designed a Y-fractal elements FSS,which depends on the multi-resonance of fractal elements . The FSS has two resonance frequencies. It was proved that its parameters achieved the designing demands through simulation and experiment measurement.
