Numerous, multi-resource and real-time requirements are the character data in the water conservancy. These data is still the gist of preventing the flood and drought. How to show these physical objects that the data represented directly and real-timely is important for making decision correctly. Three-Dimension (3D) graphics simulation is an effective way to implement the solution. The most traditional simulation is static, it just show the situation about the special past time, it can't complete the project adding real-timely. So it is not useful for making decision.Irrigation works simulation system is a part of water conservancy, it is special because the water level is main point in water conservancy, that means high requirement for the water emulation and not very high for the terrain emulation and other factors. Considering the high investment in the simulation system, how to simplify the Irrigation works simulation system has become the main duty in the current Irrigation works.According to the characteristic of irrigation works, in the facet of the terrain emulation, propose the terrain emulation algorithm that combines the Delaunay Triangulation Algorithm and Diamond-Squire Algorithm, so simplify the terrain emulation and reduce the cost greatly; in the water emulation, according to the shortage of the current two-Dimension (2D) model of the water, propose 3D modeling of the water by using 3DSMAX, let the water more lively. Then, propose a main frame of irrigation works simulation system, and explain the technology of 3D modeling, how to add the 3D objects to the terrain and how to achieve the goal of the real-time emulation.
