As wireless mobile network is widely used , especially 3G network, Multimedia services over mobile network will gain great opportunity to be widely popularized. But there is also a great challege for multimedia especially video content's efficient delivery with limitation of mobile network which is characterized by bandwidth variation, high error rate, network heterogeneity, etc. In this thesis, the key techniques on video content delivery over mobile network are studied. The technique of robust delivery of video packet is presented through the combination of packet permutation (PP) and forward error correction(FEC) to protect significant packets. Packet group(PG) scheme that packets are sent group by group with no delay in a group is proposed to distinguish the bursty packet losses from random packet loss in order to improve packet losses detection. Client buffer mechanism is designed to provide continuous video content transmission. H.264 video standard with high compression, good network adaptation and high error-resilience is studied. In the end, a video delivery prototype (HStream) targeted at video on demand(VOD) scenario is proposed and implemented, which combines the above key techniques. The prototype consists of stream server as video content sender, which is responsible for data sending control and stream player as receiver, which is responsible for network detection, feedback.
