| With the development of network journals, the demand of reducing the periods of publication and improving the work efficiency has been more and more imminence. Therefore, during the working of journal editors, it is a common sense that we must absorb information technology and the harvest of the modern management technology, realize the modernization of editor, publication and management.Aiming at this problem, the paper imported the text categorization to the process in editor office about distributing right experts to every manuscript, put forward to a text categorization method based on the keywords aiming to the periodical papers. On the basis of these, an integrated assistant system in editor office is completed. The paper includes mostly two sub-systems, which are assistant recommendation system and reviewing system on line. The aim is to improve the network efficiency, and offer a modernized, standardized management pattern. What our research work is as follows:l.Text categorization is applied in practical assistant recommendation system, a classification method based on the keywords is analyzed, designed and realized, which can help editor to finish the distributing work, which is a stable long-term classification method from dynamic text flow, which used a self-determination way. The system offers a platform about text categorization, meanwhile helps editors efficiently.2. An application of index system of papers and a logic method of giving reviews are designed and realized, which boosts up flexibility of system.3. The UML language is used in system analysis. A function of automatic E-mail message to users is designed and realized, using Javamail technology. A Web application service system is integrated seamlessly through several sub-systems.At present, the platform will be applied gradually in the editor office ?International Society of Knowledge and Systems Sciences)).
