Billing of the next generation network is directly related to the economic benefits of the network operators, Network content providers and the users, a scientific and advanced billing system is also an important guarantee for that the telecom network provider provides quality network services. This paper analyzes several existing billing models, based on which, it puts forward a billing policy that solves the problem between billing models of the next generation network and the resource allocation, so that it can reflect the fairness among the users, the network operators and the network content providers,Firstly, this paper researches the design and implementation of network billing system based on flow statistics, analyzes the principle and application scenarios of several main network billing models, compares their advantages and disadvantages of these billing models. It also analyzes the structure of the content-based billing system, the function and interaction process of the module, describes it's advantages and provides the content-based billing system architecture. Then it analyzes the Qos based billing system of the next generation network, describes the billing model, the specific scheme and the corresponding algorithm. The simulation results show that it is not only accurate and fair ,but also overcomes the shortcomings in other billing schemes.Secondly, this paper introduces the basic knowledge of game theory, discusses the model of inter-domain multicast accounting based of game theory. We use the idea of game theory, respect the purpose and benefits of all participants in the network, bring the network self-organizing properties into full play, so that the"ecological chain"in the network will have a long term, stable and healthy development, and a good practicability. The IP multicast service model and its pricing mechanism are discussed in this paper, by considering the motivations of different partners in the process. Three models are proposed for all applications in the real environments. In every model, the applied scenarios, resolving method and the complexity of algorithm are described.In the last part of the thesis, a resource allocation model of the next generation network is proposed, to guarantee the users'fairness, it adds the users'fairness to the objective function, constitutes the objective function of adaptive resource allocation, so that questions can be reasonably resolved. The result shows that the method based on cooperative game theory effectively solves the adaptive resource allocation in the multi-user OFDM system, achieve the maximum system throughput, at the same time, guarantees the fairness between users, provides a new method to solve the adaptive resource allocation problem in communication system.
