This paper puts forward a new method on time synchronization based on analyzing short-wave communication and different kinds of measures on time synchronization. It combines the advantages of HF communication and Two-way time synchronization technology, which is valuable for research.There are two important features of this technique. First of all, it has a very high time precision. Based on the symmetry of intercommunication path, it makes full use of the advantages of two-way time synchronization technology, counteracting the delay of transmission and improving the precision of time synchronization greatly. And the delay may be counteracted completely in an ideal world. Secondly, the anti-interference performance is very high. Because that ionosphere can't be destroyed, when it is used to reflect and transmit signals, it can guarantee the process of time synchronization successfully.In this paper, it has researched the status quo, characteristics, new technology and development trends of shortwave communication technology; planned the content of signal transfer and specific coding scheme on the technique of two-way time synchronization based on short-wave communication; designed the signals modulation and demodulation solutions and the principle diagram of transmitting unit; analyzed the error of this technique and discussed the way to reduce the error, especially the error of multipath effect on time synchronization; estimated the relationship among signal transmitting distance, transmitting power and receiver sensitivity. Given that time is short, although this way on time synchronization doesn't bringinto effect in engineering, it has important technical guidance significance on ensuring the time synchronization to be conducted reliably in some particular circumstance for some related departments in our country.
