Web Service is a new distributed computing model, which can be described, pub-lished, found and called on Internet to form a series of interoperation standard be-tween apps. With the application development, Web Services is getting more abundant. Meanwhile, there is a lot of function-similar Web Services which seriously perplex the service requestor. It is an important problem for them how to quickly and effec-tively choose the service that suit the requirement of users from function-similar, but different not-function. In this paper, the service discovery and service negotiation in oriented UDDI is studied to determine interval value of the issue. The research adopts negotiation theory, and combines the running environment of UDDI as the QoS to identify and evaluate the standard of function-similar. The major research work can be viewed as follow:In this paper, a service discovery process is proposed. According to the function-ality-similar web services, FCM clustering is adopted for agglomerative clustering between the user's QoS requirement information and the QoS information of Web Service resource on the basis of the study in function discovery. Then, the sequence could be determined by similarity computation in the same classification clustering to determine the negotiation yes or not.In this paper, an availability-guaranteed model for service discovery is built. It is a big deal for negotiation that the Web Service is as the negotiation object. In order to make sure the availability, the polling algorithm is used to measure the availability for Web Service to identify availability the rate of UDDI. When it falls below threshold, the polling cycle will be changed to improve the monitor for Web Service. By this, the availability, service provider, service requestor and UDDI, can be guaranted. In turn, it ensures the availability that the user requires.In this paper, a dynamic service interval negotiation model based on web is pre-sented. As the asymmetric information, dynamic environment as well as vagueness and uncertainty of QoS, which leads the users to hardly forecast and character the QoS with an integer, but using the interval value to reflect the requirement and con-straint. Comparing with other models, this model can use the interval similarity and interval estimation to determine the optimal strategy, which is closer to reality behav-iors.In this paper, an interval negotiation algorithm is designed. There are six types of relations such as deviation, intersection and inclusion among interval numbers. Ac-cording to the QoS information between provider and requestor, the trade-off and concession algorithm is presented to solve uncertain and fuzzy the interval boundary of issue. By building the interval negotiation decision-making model, the deadlock can be avoided effectively, and the success rate also improves.
