The high-frequency surface wave Multi-static radar is high-frequency surface wave over-the-horizon radar, which use multi base station to detect ships and aircraft targets. The system consists of two or more base stations, of which only one base station may have the transmitter, and all the base station can detect both the ship and aircraft target.Frequency synchronization is one of the key issues in a Multi-static radar system, which directly affects the working status of the radar system and its accuracy. As base stations can be apart from a long distance, and may include mobile stations, every base station must use its own reference source. The accuracy and stability of the reference frequency in base stations affects on the measurement results of a very single target, especially on the results for a long accumulation processing. After data fusion of the base stations, the detection results of multi-static radar system will be affected finally. Therefore, requirements of high-frequency multi-static radar system in terms of indicators should be based on the reference's accuracy.The multi-static radar system also needs to achieve time synchronization. The time synchronization includes absolute time synchronization between base stations and relative time synchronization between the stations. Among them, all the base stations use satellite navigation system as the base of the local clock to maintain the unity of time series start time of the absolute time synchronization. Relative time synchronization of all base stations requires the time unity for some time after the timing started.For a multi-static radar system, data transmitting link is the solution for data transmission, include synchronizing information and processing result. The multi-static radar system need to transmit data includes control commands, system parameters, processing result, status information, and other data content. Classifying the data transmitted to determines the basic content and data types, and basic requirements of real-time working; The analysis and calculation determine the basic requirements of data transmission rate; comprehensive long-distance transport, real-time requirements, and calculation results, test a variety of possible data transmission programs, established 3G mobile communications + internet data transmission program.First, the time synchronization, frequency synchronization, and transmitted data of multi-static radar system were analyzed and the results are given; Second, multi-static radar system control program and data synchronization programs were designed according as the results of the analysis, and appropriate agreements were developed; the design of the data transmission system was certificated by software programming.
