With the development of video surveillance technology, video surveillance system whichbased on moving objects detection and tracking as an important security monitoring method iswidely used in civil, military, industrial production areas. Application environment isincreasingly changeable, so there are more requirements on the performance of the monitoringsystem.This paper uses the omnidirectional vision equipment to obtain horizontal 360 degreesscene information, to meet the requirement of monitoring system which needs large vision andglobal scene. For the distortion exist in omnidirectional vision image and moving objects is notobvious in the omnidirectional vision image, using dome camera which can freely adjusts thehorizontal and vertical angles of camera lens to track the moving objects.For the detection of moving objects in omnidirectional vision image which contains largescenes and complex background information, paper using reduction background method andadaptive threshold segmentation technique which based on the maximum variance ratio toeffectively filter out the background and noise information, to get the moving objects binaryimage which has more integrity boundary detail information.Paper selects the region growing algorithm (RGSA) to locate the positions of moving objectsin omnidirectional vision image. Then three-dimensional coordinates of moving objects inomnidirectional vision equipment coordinate system is be located through the imaging principleof the omnidirectional vision equipment.The omnidirectional vision equipment control program finished the detection and locatingof moving objects in omnidirectional vision image. Then in order to get the required vertical andhorizontal angles to track the moving objects, the dome camera control program uses coordinatesystem transformation method which can translates the three-dimensional coordinates of movingobject in the omnidirectional vision equipment coordinate system into three-dimensionalcoordinates in the dome camera equipment coordinate system. Finally, serial communication program which based on PELCO protocol is made to control the PTZ of dome camera equipmentto track the moving objects.The result of experiment shows the system of that two equipments has a very gooddetection and tracking effect to moving objects which in large vision and complexitybackground.
