Recently, there are many problems on the item of the government charging for companies. The charging item is not consistent, so there exist serious repeating charging problems in each department. Using the difference of charging standard, some departments often add extra expense to the company. So, Kaifeng Administration Server Center uses the style of Unit-Charge-System to charge for companies. Therefore, Charge of Unite-Charge-System Management System is coming. Charging for companies and auto operating the process, it improves the efficiency of the government and ensures the veracity and safety of dates. According to the method of Software Designing, firstly it goes through demand analysis to the system, and uses UML to the system. Meanwhile, it gives a general design to the system. Then, using the system, it can provide different using rights according to different persons, and divide the system into five data modules, that is, Charge Check of new company and new project Module,Charge Check of producing company Module, Query management of Unite- Charge- System module, Data maintaining module, System management module. After this, it can provide a detailed design, including Interface design and database design. During the designing process, Data module technology, exchangement of Excel files, and Raves are added to the system, which makes the design personally.Charge Of Unite-Charge-System Management System greatly improves the efficiency of Kaifeng Administration Server Center. It is safe, because it uses the structure of Client/Server, and is used in LAN. So, using the system, it can enhance the stuff of officials, and make contributions to the development of the informationization of the city.
