Vehicular Network is rapid development in recent years. At domain of transportation, the massive apply of vehicular network is a great revolutionary change, from this, vehicle in roads is not independent nodes but a whole organic connected autonomy system. Vehicular network can improving the efficiency and safety of traffic by exchange traffic information among all vehicle nodes.We are beginning from the vehicular network group formation, and we have present a new solution include formation mechanism and work mechanism of "Dynamic Cell" after we analyses the advantage and short point of "Location Based Cell", we present a elect algorithm to get "Cell Leader" and "Cell Router", and, we firstly present two reciprocal process "Cell Fusion" and "Cell Split" to dynamic adjusting the whole group, to meet the demand of dynamic members,dynamic formation and dynamic position.In the base of "Dynamic Cell", we present a new routing Algorithm LRR based on repair mechanism, the basic idea of LRR is that using the "local repair" as a essential operate to improve the performance of global links at the price of locally elongating the routing path in a network environment with fast move vehicle and short live time links. Then we deeply analyses the predict algorithm of single hip link and present a new algorithm based on "turn time" and calculate it segment by segment. Finally, we confirmed this algorithm in simulation software named NCTUns, and gain some tentative data.
