With the rapid development and wide spread of the computer networks, information resources on the network continues to grow. Similarly, digital library information resources also increase exponentially, people are drowning in a sea of information resources, the full utilization of information resources by the widespread concern. Web3.0 is the inheritance and development of Web1.0 and Web2.0.Since the development of Web3.0, application of the computer has reached the level of semantics. Recognized by the computer no longer simply identify a bunch of characters and character processing, but also to understand the semantics of characters contained, and thus more conducive to sharing of information resources, convenient for people to communicate with the computer, so that man-machine dialogue and work together.This paper introduces the concept of Web3.0 and related, in this based on the analysis used in the Web3.0 concept of the semantic web and its main related technologies, and its combination with the concept of graph theory applied to digital library to construct the digital library based on Web3.0 personalized information service platform framework model.The research work of this paper can be concluded as follow:(1) Introduced the concept of Web development process and the status of domestic and international research, discusses the Web1.0, Web2.0 and Web3.0 development and their respective characteristics, and comparative analysis of the three, discussion Web3.0 in the development process of the advantages and shortcomings of the use of the digital library research.(2) Introduced the concept of the semantic web and its hierarchical structure and the related research work at home and abroad. focuses on the key technologies of the semantic web----Ontology, discusses the ontology definition and modeling method, a detailed study of the OWL, the ontology description language definition and its application, the use of OWL language to describe ontology knowledge.(3) Introduces the definition of conceptual graph and related technologies. Discusses the concept of knowledge representation and logical reasoning, put forward by the form of conceptual graph to represent ontology, and through the Conceptual Graph node similarity, the similarity between the concept of algorithm to derive the conceptual graph similarity, In order to achieve the semantic ontology similarity search.(4) Building Web3.0-based digital library of personalized information service platform framework model. The concept of Semantic Web technology and conceptual graph theory applied to the digital library, to build the semantic web-based digital library personalization platform model, the model consists of individual modules, processing module integration of information resources, semantic processing module, the query module IV parts, and detailed analysis of the function of each module.
