As the third generation mobile communication is widely used, the service providers are developing rapidly nowadays, the early flow accounting and monthly flat rate can not reflect the different value of each application any more. In order to improve user experience, a new network accounting plan according to different application's downstream traffic, such as mail or video, is put forward by network operators. Meanwhile, the traffic generated by the applications contains signaling data and user data. Signaling data is used for control, user data carries the information user really required. So network operator proposed to charge users in different prices according to data types. Moreover, network operator would also provide free or partial free signaling data to user.With the rapid development of Internet, P2P applications are widely used. These applications consumed huge bandwidth which causes network congestion. As mobile network bandwidth is relatively low, once the P2P application developed rapidly on mobile phone, it will affect the other network user's applications. So this requires the control of network traffic.Meanwhile, with the promotion of smart phones, cell phone virus is spreading wantonly. The viruses might steal user's information, or even order some services automatically, which cause great economic losses to user.Therefore, network operators need to develop the "Network Traffic Control and Billing System". This system is based on Deep Packet Inspection technology and pattern matching algorithm, via analyzing network traffic data to classify traffic in different application, so as to provide services of network traffic control and billing. Furthermore, the system can protect the cell phone against malicious network traffic (cell phone virus).This paper made the following work:■Based on Deep Packet Inspection technology, Analysis Network Traffic Control and Billing System's feasibility.■Design the architecture of Network Traffic Control and Billing System.■Design the function of Network Traffic Control and Billing System.■Develop, test and optimization Network Traffic Control and Billing System.■Research pattern match algorithms, optimal AC multi-pattern match algorithm to improve the processing performance of the system.
