With the development of sensor technology, Sensor Networks are widely applied to various fields, Sensor Web theory has gradually improved and matured. However, because of the heterogeneity of Sensor Networks, it is difficult to interconnect the Sensor Networks and achieve effective sharing and reusing of the resources. Because of the appearance of a large amount of sensors and related resources, it is relatively difficult for an ordinary user to discover such information from the web; furthermore, it is impossible to understand the information obtained about the sensors.As a result, arrives the semantic sensor web whose purpose is to enhance the semantics of sensor data and realize the sharing and reusing of sensor data through semantic Web technology, eventually to improve the interoperability of the sensors. As the core of Semantic Web, ontology is the basis for the computer to understand the semantic of information. This paper analyzed current frameworks of Sensor Networks and Sensor Web and proposed sensor ontology-driven Semantic Sensor Web framework, which aims to provide semantic for sensor data, thereby solving the problem that sensor data is difficult to discover and understand.Owing to the lack of mature sensor ontology suitable to the Semantic Sensor Web, this paper studied the construction of sensor ontology in the Semantic Sensor Web. Currently, there is no explicit framework and hierarchy for sensor ontology, at the same time, there is no widely accepted specification and mature methods for sensor ontology building, therefore, the quality of ontology built is poor and the expressivity of concept is weak, that results in bad sharing and reusing among sensor ontology.The meaning, composition and framework of the sensor ontology is elaborated, furthermore, a sensor ontology construction method of PDCA is presented. Sensor core ontology is built artificially according PDCA method, and then sensor core ontology is updated and extended, in addition, sensor discovery based on time, space and theme is implemented. Finally, this paper evaluated sensor core ontology and its updating and extending, and verify the effectiveness of the method and the framework.
