This paper is based on the project of constructing a modernized demographic information collection system by Changchun Public Security Bureau, and the practical demands of population identity information collection, in order to solve the problems of low effectiveness in demographic information collection work, no guarantee of correctness, long update cycle, slow update, lagging work manner, at present. Paved on the basis of GPRS/3G and wireless transmission techniques of the telecommunication departments, the mobile flexibility of mobile handheld devices and the high effectiveness, accuracy, and real-time of digital office are integrated, and a demographic information mobile collection system is independently developed.On the basis that the project is already put into use at present, this paper is composed of summary and forecast on the project, description on key technology and detailed explanation on the integral system. The paper is mainly divided into five sections.First, detailed analysis is conducted on the practical demands of demographic information collection work by public security bureau. Founded on the demand analysis, integral design is conducted on the segregation of system operation environment, exploration environment, and function module, together with system work process, and system software composition. Hence, higher rationality and scientificity are related to the system frame structure; accuracy, completeness, and confidentiality of the data collected are guaranteed; seamless interface to the internal information platform of "Great Intelligence" of the public security bureau is achieved; and applicable, accurate, and detailed data information is provided. The project's alarming system is simultaneously updated with the CCIC database released by the public security bureau. Therefore, the police can be informed in a timely manner; and simple, quick, and convenient technical manner is provided for the chase of escaped criminal and the maintenance of social stability.Second, system communication model is discussed; feasibility plan is proposed; in-depth analysis is conducted on various diverse plans; optimized plan is chosen according to the practical application of the project, as the communication model for the whole system. And then as per practical communication application of the system, communication server, the core communication module of the system communication model is designed, and concrete implementation instructions are added.Third, on the poor confidentiality of information in wireless network transmission and shortage of network bandwidth, the paper conducted research on BMP photo file structure and LSB information hiding algorithm:improvements are proposed with the integration of actual application of the project on the feature that LSB algorithm does not hold high security performance in concealing information; adoption of RSA algorithm in information hiding, and adoption of simple XOR encryption for secondary encryption when BMP photo embedding cryptograph, to ensure the application of LSB algorithm, and the security of information. Comparison is drawn upon actual implementation of improved approach and the implementation results with improved algorithm. Thus, it is obvious to judge the effectiveness and feasibility of improvements on algorithm. Hiding text information for transmission into the second generation identification card photo for transmission, not only reduces the usage of network bandwidth, but also enables faster and simultaneous interaction for mobile handheld devices and background server. In addition, information confidentiality is increased, and more forceful guarantee is provided for the safe interaction between handheld devices and background server.Fourth, on the actual implementation process, the problems of over-size personal identity information for transmission and the bottleneck of background server, performance optimization is conducted on the system offering service. Detailed analysis is done on the principle of LZW compression algorithm, and implementation process; optimization is carried out on "Dictionary Table'" in LZW algorithm coding, coding length, and "Dictionary Table" search effectiveness; multiple construction of "Dictionary Table" in coding is avoided. Detailed improvement plan is put forward on the issues of storage space waste during preliminary implementation of LZW algorithm by coding length, and low effectiveness of "Dictionary Table" search match. In turn, compression rate of LZW algorithm is enhanced, system interaction speed and server treatment speed is elevated. Optimization is also brought up and applied in system bottleneck when encountering over-loading mobile equipments.And last, the current function of the system and the work done are summarized; system deficiencies are pointed out; personal point of view and amendments are proposed, for project preparation for the second phase development.
