A space-time code is a scheme of modulation which is used in a MIMO system. It can explore the space diversity which is brought by MIMO system while the energy and bandwidth is constrained in wireless channel transmission. A linear dispersion space-time code has advantage of flexible design and can provide both high transmission rate and better error performance among all space-time codes.All the known design criterion of space-time code is working on how to optimize coding gain and diversity gain. Researchers get these two gains based on analyses of average pair-wise error probability which is considered as the metric of transmission error ratio. As far as we know, average pair-wise error probability works well either in creating criterions or in actual code designs. In this paper, we try to analyze how decoding error probability impacts on the criterions in a new view. Then we propose a new metric called decision region and get a new linear dispersion design criterion based on this metric.According to the new proposed criterion, we have designed a coding scheme. This scheme owns superior design freedom and it can achieve the optimum channel capacity. More than this, it also can provide full-rate and has a very good error performance.
