Nowadays, the Internet has become a very critical infrastructural component of the society, which is information based. Any Interruption to the availability can lead societal and economical problems. Unfortunately, Though there ara many cases that can demonstrate the robust reliability of the Internet, We still need s scheme to improve the reliability when an emergence happens, such as 911 and Taiwan earth quake.With the development of the Internet, now the Internet have been divided into thousands of autonomous systems, the autonomous systems are administered by different Internet service providers, enterprises and universities. These autonomous systems exchange information with the border gateway protocol. Recently, there are a few works on enhancing the Internet resilience with optimising BGP routing algorithm. The techniques only focus the policy path in existence. So this limit the potential of improving the Internet reliability.This paper, we first focus on how to monitor the dynamic information of BGP network in a cost-effective way. With the algorithm of exploring topology of the Internet,we design an optimized monitoring program to access relationships between ASes in real-time. Then we introduce a BGP routing framework to overcome the constraint. By relaxing the peering relationship can get more routing path imformation than before, which can be used in emergency. Then this paper propose a mincost flow algorithm to optimise the routing framwork. This algorithm can make the victim AS meets the traffic demands as well as cost saving. This paper also introduce a experiment methodology, which can verify the enhancement of the Internet after introducing the routing framework.
