The history of VoIP technology is about more than ten years after its birth and it is growing fast. Because it's low cost and simple operation and can provide more abundant than traditional telephone service has attracted many users. However, the rapid development of VoIP applications, while on VoIP regulation and market regulation appears to lag slightly. This situation led to the VoIP applications market is the emergence of a lack of supervision and information monitoring. And there are many illegal VoIP service providers on the market. To solve this problem, the Government and relevant scientific research institutes have invested a lot of money and talent for the research and system development which is about market supervision of VoIP applications and VoIP behavior regulation.The purpose of this paper is to address the SIP and H.323 standards-based protocol for the regulation of VoIP communications. Regulation executives can monitor the regulation of specific targets to be monitored. The regulation includes the interception and blocking operations of the call which being intercepted. In this paper the process for regulation also has being provided. You can also detect and block the attack traffic on the network. Other person can not sense your operation when you intercepted the call.Many ideas come from National 863 High-tech project and 242 project which I have Participated. Main contents, innovative work and contributions made by this paper are as follows:1. The process of execution for VoIP monitoring and management system has designed by the research of foreign VoIP lawful interception. The network service provider need to do something while management executives monitoring the calls. In this process the management executives must comply with the regulatory principles.2. DoS attacks has found that it is the most serious security thread in all of security thread of VoIP network. The DoS type has been summarized by the research.3. VoIP monitoring and management system was designed. The function of each module was designed by both system level and system function. The relationship was introduced between each device.The DoS detection, blocking model and date storage unit have been achieved. At last the performance of the system was proved by functional testing and stress testing.
