Based on the training and assessment of classified staff still remaining in the traditional way, data archiving and other daily managements are not only heavy work loaded, low efficiency but also cause a lot of unnecessary waste of resources. It can not rule out the human factors maximally and avoid human errors. With the development of computer technology, web-based training and assessment is an important direction. Nowadays, the urgent need's to develop a set of technical and managerial net training examination system for classified staff and making the personnel management, test management and the independent studying management module form an organic whole system according to the functional requirements of the elements of business. The development and application of this system strengthens the classified management of the public work of national defense technology industry; increases the security awareness and knowledge of classified staff. It is significant to carry out and implement the confidential work in institutions.According to the current issues and secrecy to the practical need, network training and examination of the classified management system for structural design and function realization to depth and meticulous research. This system mainly uses the three-tier J2EE framework as a development platform to satisfy the availability, interoperability, and dynamic content requirements, which establishes a set of classified personnel management, training, examination and other functions integrated system. The present thesis adopts a detailed description of technology needs analysis and capabilities achievement. This paper explores the automatic generation, bulk import and export as well as data dictionary specific item bank system achievement, which laid the foundation for the program design. In this paper, with the platform of popular Windows XP operating system and under the Java environment, it has two main modules——application assessment and management applications, which divided into two clients. It uses three-tier architecture to design and develop. Through the process of writing, compiling and debugging, research and tests are conducted in the internal PC machine. The results show that the system basically meets the design goals and it has high reliability and stability.
