Research And Realize Of License Plate Location And Segmentation In The License Plate Reorganizations System

The technique of Licenses Plate Reorganization takes an important position in the Intelligent transportation system. License Plate Reorganization System has three main parts, Plate Location, Character segmentation and Character Reorganization. Among them, Plate Location and Character segmentation plays a conclusive role on the result of identification. So it is very useful.To solve the Plate Location problem, the article designed an algorithm that based on the YCBCr Color Space and the improved morphological. The Algorithm not only used the features of color, and also take the textural features into account.Gave an improve to the traditional morphology, solved the question of the choose of the modality structural element.After selected the candidate region of the plate, screening using the feature of Shape and jumping, to remove the region that is not plate.Character segmentation is the foundation of character recognition, it relationship to identify the accuracy. Firstly, this paper plate introduced pre-processing of the image, including the image contrast enhancement, horizontal tilt correction. Then, remove upper plate and frame borders and characters of vehicle, the extra area for accurate positioning, Use rotation vertical projection method, and finally, vertical tilt correction license according to the standard of characters and arranged a priori knowledge rules, the design is based on the vertical projection characters segmentation algorithm.Experiments show that the proposed method can accurately license plate location of the positioning of the license plate images taken various processing are simple and effective, and greatly reduce the character of the work. It proves that the algorithm has higher feasibility.
