BackgroundThe development of traditional Chinese medicine enterprise in our country is in a period of strategic opportunities, the new development situation puts forward new requirements on the concept, knowledge, ability and quality of civil servants in the traditional Chinese medicine industry. To improve the overall quality of civil servants has become an urgent task for the government and training is an important way to complete the task effectively. Only through training, can we improve the quality and ability of the cadres comprehensively, enhance the ability of cadres at all levels, especially leading cadres, make a large number of talented, work-diligent and justice non-corrupt cadres to grow up, unite and lead the colleges in the traditional Chinese medicine industry to develop forward, constantly taking new victory of the construction of traditional Chinese medicine. But the primary problem of carrying out the training work is the training needs survey, the 2013-2017 national cadre education training plan referred to implementing demand survey system fully in the reform of operational mechanism and referred to building an update mechanism which is demand-oriented in the reform of training content and way. However, in the field of training needs analysis methods, the training needs analysis methods based on the competency model is one of the new trend, the training needs analysis theory emphasizes the needs analysis and training results should improve the competence of trainees for jobs.ObjectivesThe objective of this study is to construct civil servant’s competency model of traditional Chinese medicine industry and have an investigation and study on the training demand of civil servants based on the competency model, which can offer the decision basis for related civil servants training institutions to develop targeted training program, implement training and evaluate training.MethodsThis research adopts literature method, behavioral event interview method, expert consultation method, questionnaire investigation and data statistical analysis.First of all, we construct the competency model of civil servants in the traditional Chinese medicine industry. In particular, this study adopts the universal competency model. Through the literature research, we merge and synthesise the competency requirements alternatives under the guidance of refining the internal commonness of the traditional Chinese medicine industry, as well as analysising characteristics of the industry. Then we get the preliminary competency model of traditional Chinese medicine industry civil servants. Then we modify the preliminary competency model through behavioral event interview method, expert consultation method and repeatedly consulting the unit leader and head of the office. We evaluate the importance of revised competence elements. On the basis of importance scores, by means of principal component analysis we get the final competency model of civil servants in traditional Chinese medicine industry.Based on the competency model, we survey the civil servants coming from 8 management institutions of traditional Chinese medicine by adopting the method of convenient sampling, preliminary discussing the present situation of training and training needs. Finally we use statistical methods to analyze the different training needs among different demography variables in order to provide a reference basis for the establishment of training plan.Results1. The competency model of civil servants in the traditional Chinese medicine industry is constituted of 7 dimensions, including general knowledge, knowledge of Chinese medicine, public service ability, leadership, self-development ability, business skills and personal qualities,40 specific indexes, including the cultural knowledge of traditional Chinese medicine, Chinese medicine hospital management knowledge, Chinese learning, the basic theory of TCM, TCM basic knowledge, knowledge of Chinese philosophy which are different from other industyies.2. THE training of civil servants in the traditional Chinese medicine industry is very important, which is of great help for the work, but the primary problem existing in the training of civil servants is that training and practical application is disconnected and training needs analysis needs to be improved.3. The civil servants in the traditional Chinese medicine industry put forward higher training needs of cultural knowledge of traditional Chinese medicine and various aspects of abilities.In terms of the primary index, the rank of training demand degree from high to low in turn is "leadership", "public service ability", "general knowledge", "the knowledge of traditional Chinese medicine industry", "self-development", "business ability" and "personality"; In terms of the secondary indexes, indexes with higher training needs (average score is 4.00 or above) are the cultural knowledge of traditional Chinese medicine, Chinese medicine hospital management knowledge, policies and regulations, planning as a whole, policy implementation, organization and coordination ability, research ability, supervision, public knowledge of management, communication and expression ability, traditional Chinese, business skills, document processing ability, work ability, cross-cultural communication ability and innovation ability. And indexes with lower training needs are the basic knowledge of traditional Chinese medicine, archives management knowledge, democratic, diligence, Chinese philosophy, financial management knowledge and education and training knowledge.4. Different personal characteristics variables have an influence on the training needs. Gender influences the training needs in terms of general knowledge, leadership, personal traits (P<0.05). From the point of the average rank, men have high training needs for leadership and personal traits compared with women; Age has impacts only on self-development ability training needs (P= 0.046); The difference of post properties for civil servant training demand is not significant (P>0.05); The difference of department property on the training needs of six dimensions (except personal traits) is significant. From the point of the average rank, business departments have higher training needs than non-business ones; The difference of department for civil servant training demand is not significant (except personal traits with P<0.05); The difference of education for civil servant training demand is not significant (except personal traits with P<0.05).Conclusions1. Training needs analysis with the introduction of traditional Chinese medicine industry competency model of civil servants considering the social, organization and individual demand,can solve realistic problems that there is gap between training and practical application.At the same time,it can also arouse the enthusiasm of civil servants to participate in the training. Training needs survey activity should be throughout the whole process of training activities and do a good job on the dynamic feedback of training requirements.2. Under the background of the Internet era, civil servants in the traditional Chinese medicine industry have new requirements on training methods, training instructors and so on. The training institutions should conform to the trend of the times and explore the new way of training methods.3. In the new historical development period, the development of the career of Chinese medicine puts forward higher request for traditional Chinese medicine industry civil servants. When arranging the training content, training departments should attach great importance on Chinese medicine culture, policies and regulations in the traditional Chinese medicine industry, Chinese learning, Chinese medicine hospital management knowledge, the basic theory of TCM, TCM basic knowledge, knowledge of Chinese philosophy and all aspects of ability training, especially leadership, public service ability, general knowledge, related knowledge of Chinese medicine.4. Personal characteristics variables have an impact on civil servants’training needs. When designing the training content, training departments should carry on the spot investigation for different departments,different gender and different age paragraph and truly understand their personal and actual training needs. Only by this way can we arrange personalized and targeted training courses in order to achieve the target and try to improve the input-output ratio of training.
