On The Construction Of The "First Respondent" System

"First Responder" system, a brand new design, as well as an effective means to encourage citizen participation in public crisis governance, is the key part of emergency management prevention and of emergency preparation mechanism, and will significantly improve the local search and rescue capability. In the event of a disaster, the rescue process should be "Self-Rescue, Mutual Aid, and Third-Party Rescue". Emergency response of the past was built upon "Third-Party Rescue". "First Responder" system is a new emergency response system, based on Self-Rescue and Mutual aid, and trains the public in the knowledge and skills of rescue. Before the third-party comes to rescue, "First Responder" system helps the public with effective self-rescue, guides them to make basic assessment of disaster, provides information and requests appropriate resources. Close to danger or source of danger, it is a combination of all the powerful social forces, including government officials, social worker volunteers and each one as part of the public.At present, with the lack of enough attention, domestic understanding of this system is not clear. The difference between "First Responder’s Training" and "First Responder System" has not been clearly defined. For the existing part of "First Responder Training", it only focuses on the training of leaders and ignores that of social workers and victims affected by disasters. Therefore, this paper starts with the concept and definition of "First Responders", analyzes and discusses the necessity of the system in the existence and development of emergency management. Furthermore, with the reference to German THW training mode and China’s national conditions, this paper then designs the "First Responder" system, constructing responsibilities of the entity of liability, executors, and participants in the practical level, in order to set up its more comprehensive functions and operation mode. Finally, it will create more effective prevention in crisis.
