On Shanghai To Further Improve The Government To Buy Public Services Research

Government procurement of public services is widely used in a variety of fields of social economy in recent years. The main purpose of government procurement is to saving financial funds and promoting the quality and quantity of public services while its essence is to separate the right of operate from the right of ownership in the process of the management and supplying of the public services. The government applies the mechanism of market competition by using government procurement to further improve the supplying efficiency of public productions and services. This is the best exemplification of the "small government" idea and is in favor of the transformation of government roles and functions.Shanghai has already started the exploration and practice on government procurement of public services in different fields including pension services, crime prevention, education and training, green conservation, community culture, etc. These actions obtained a certain positive effects while there are still some negative signs. The "small government" idea should be insisted by the Shanghai Municipality in order to achieve more break-through in the field of government procurement of public services. Meanwhile, the Shanghai Municipality should also keep the publicity and transparent as the key points to regulate the government procurement of public services.This paper consists of an introduction and four chapters. It applies the traditional standardized research method as well as the case study method. This paper begins with a presentation of the related concepts and theories on government procurement of public services in the range of new public administration theories. Then it stands with a systematic and situation review on Shanghai’s past practice of government procurement of public services, followed by some deep-leveled analysis and discussions on the problems that currently exist. The paper also concludes and files the foreign and domestic experiences and lessons by the case studies on government procurement of public services in U.S. A and Shenzhen, China. Based on the contents above, the paper makes suggestions on the directions and details to further improve the government procurement of public services including the measures:-to strengthen the system construction;-to make the process of procurement known by the public;-to cultivate social organizations; -to establish an assessment and monitoring system; and-to implement the disclosure of information.
