For this reason, a special community-large residential community is emerging during the course of Shanghai urbanization. Most of such communities locate in suburb, and resting on new town and mass transportation, the plan is to concentrate on construction of low rental apartments, economically feasible apartments, public rental apartment and those settlement for compensating required migration.The construction of large residential community would be helpful to accelerating the urbanization in suburb, and good to the migration from downtown to suburb, and would benefit from the large scale solution. However, because of the shortage on capital, transportation and other public infrastructure, there is always a time gap in between the demand and supplies of settlement apartments. The sales progress of such apartments has always associated closely with prices and surrounding infrastructure, the percentage of sold apartments and residential ratio has remained at low level, and more variables come from the changes of the residents’origin, status, age and custom. All of these make severe challenge to the social management in large residential community.To govern the communities by town government is a kind of attempt in social management in the process of urbanization, as well as a model that is explored in the management of large residential communities, and therefore is important and active. In the initial stage when residential ratio is low and the communities are far behind mature, to govern the communities by town government could benefit from the financial and administrative independence of that government, thus reduce the financial pressure on higher administration, and also set up conditions and make the town government more experienced when it turns to urban administration in the later stage of urbanization.However after the communities are governed by town government, it’s organization structure will face strong challenge due to its nature and mission. The major responsibility of town government is to develop the economy, adopt investment and increase tax income. When the heavy duty on community management is placed on its shoulders, the organization has to focus on multiple targets. In the same time, there will be a challenge on human resources and financial capability as well. Lack of with large changes on In managing large residential community, town government has to deal with the big change on managerial targets, the insufficient experience on managing urban residents, and the shortage of capability on constructing public infrastructure.Therefore, it would be a temporary solution of social management for town government to govern residential communities during the process of urbanization in Shanghai suburb.When urbanization achieve a higher level or the large residential communities become mature, the new local administration will be set up, the administrative region for those left town governments should be removed or merged.In current stage, construction and management should proceed in parallel. The construction of large residential community should be associated with management. The substantial solutions should be developed and some policies should be implemented in order to attract more residents to the large community, thus maximize the positive function of large resident communities. |
