Social Enterprise ("SE", for short) has a long but less known history before it is well-known by people in recent years. The operation model of SE has very big differences from the traditional way of the third department and non-profit organizations. On the one hand, SE provides very good services for clients. On the other hand, SE can supply itself to give the services.Now in our country, as a new way of providing non-profit service, SE has been accepted and known by more and more people. We also have some symbolic SE such as Canyou in Shenzhen, Qiang Embroidery, Amity Bakery and so on in our country. There are also some other organizations are on their way to SE because of their great financial pressure or the practitioner’s great passion on SE. But for most of these organizations, it’s hard for them to go through this transformation. For them, this transformation not only means the business model’s change but also the nature of these organizations changed. These organizations have to face challenges from both business management and social environment. They are not the traditional image any more, but showing up in a new figure.Through the case research on Hongshan Disabled Foster Care Center, I find that this transfer process not only faced with the situation that our country is lack of related policies and regulations, but also faced challenges in the program operation process like technology, finance, human resource and so on. SE combines social welfare with business, which provides a new choice for social organizations, but the development of SE need more effective actions.
