Our country is a multi-ethnic area since ancient times. After the Xinhai revolutionof1911,driving out the Manchus,finally we Chinese people established theindependent modern state—People’s Republic of China by the leadership of theCommunist Party of China. The people of all the56ethnics make efforts together forthe common struggle that building a modernized country with Chinese characteristicsand making our Chinese dream come true. However,against the background of todaythat social transformation and the new wave of nationalism,we are facing the heavyimpact of diverse ideas,diverse values,and diverse ideologies. We must moreclearly realize the importance of the agreement on national interests and countryinterest.We have to strengthen national identity on the basis of national communitysense for the a sense of community, and to establish a socialist core values in order tocatch the historic opportunity for the realization of the great Chinese dream. Thispaper is divided into four parts. The first part describes the ethnical identity andnational identity. Based on the common historical experiences and the ideology andculture values, the ethnical identity means the individual or collective emotionrecognition, identity and faith vested in uniform. As for the multi-ethnic countries, theethnical identity has narrow and broad senses. In our country, the narrow sense ofethnical identity is the identity of one’s own ethnic, such as Han, Hui, and Tibetan forthe identity of their own ethnic. In a broad sense,ethnical identity is a kind ofpolitical identity for their own political community by one nation who share thecommon historical experience, emotional awareness and interest, namely therecognition of the national sovereignty and the loyalty and obedience to the statepower. In multi-ethnic countries, ethnical identity is constituted in this countrynational for the “nation”-a consensus on this nation as well as recognition andallegiance of the legitimacy of state power. In our country, racial identity is thepolitical identity for our country by all ethnic-groups through the way of identity ofthe Chinese nation. The second part introduces the way that foreign multinationalcountries deal with racial issues and national identity, describes the formation anddevelopment,the concept and content, characteristics and significance of the systemof regional ethnic autonomy in our country, and then analyzes the constructionfunction and the significance for national community in our country in each period ofcountry’s development, which is to promote the harmonious ethnic relations, toensure the country’s stability and unity and to be conductive to China ’s socialist construction.The third part describes the problem of national identity under thebackground of social transformation in new era. The paper analyzes the characteristicsof the new era suffering social transformation,and then shows the adverse effects onthe national identity from three aspects,they are religions,culture,politics andeconomic. The fourth part elaborates writer’s own suggestions about how tostrengthen and complete the country identity function of regional autonomy of ethnicminorities:1. Strengthen national legal construction, promote the building ofSocialism rule of law.2. Uphold the principle of democratic centralism, develop ofsocialist democracy.3. Improve the theoretical level of the whole society of the nation;strengthen the construction of nation theory.4. Accelerate the economic developmentof minority and minority ethnic autonomous regions5. Improve the change ofgovernment functions, make innovation of the system of social management andimprove the livelihood of the people6. Guide the ethnic and religious to accommodateSocialism.7. Strengthen recognition of Chinese civilization, to promote the socialistcore values. At the last, we get the conclusion that we must adhere to the regionalethnic autonomy, make it to adapt to the new situation, conform to thenational-country interest, and benefit China’s socialist modernization.
