Recently years, as the vigorous rise of micro-blogs in China, Political Micro-blogging is being a new way to release information in our political arena. Political Micro-blogging sets up a platform for the realization of the socialist democratic politics. It becomes a new phenomenon of political life and a new topic of political research. Compared with the media of Government Online that has existed, Political Micro-blogging has its new characteristics such as instantaneity、high-efficiency and interactivity. At the present stage, its speed of development is obviously slowing down, from explosive growth to smooth and steady growing. However,it also has a number of problems which will affect its efficacy. These problems including posting information optionally、"zombie micro-blogs"、the lack of perfect laws and the uneven regional development of china. As s an indispensable means of Government Online, Political Micro-blogging has important practical.It is advantageous to build a service-oriented government and an accountable government; It is advantageous to implement the government information disclosure; It is advantageous to encourage citizens participating in political activities. In view of the political role of Political Micro-blogging and the problems, our government needs to take the necessary measures to promote the long-term development of Political Micro-blogging. They should exercise mass surveillance,meanwhile facilitating communication and interaction between the government and the masses. Only in this way, Political Micro-blogging can exert its due utility, to be the bridge connecting the government and the masses.This paper consists of four parts. The first part theoretically probes into the conceptions of Micro-blog、Political Micro-blog and Political Micro-blogging. Elaborating the characteristics and theoretical support that is the New Public Service Theory and the Participatory Democracy Theory. Both of the theories demand of the government to improve its service and the citizens improve their enthusiasm of political participation. Part two mainly analyzes the current operation state of Political Micro-blogging. The status quo is mainly presented as the using numbers from officials and citizens is increasing, the application fields and range step up year by year and the operation level is gradually improving. In part three this paper uses cases to do empirical study. It analyzes the lacks of Political Micro-blogging from three perspectives, as the micro-blog itself、the main body and the "digital gap".The fourth part, the paper proposes targeted countermeasures respectively according to the problems existing in the Political Micro-blogging, including operation rules、The internal and external supervision、the behavior of government inaction accountability measures, to build a more perfect security system for the government decisions.
