A Study On The Dispute Between Jiangning And Nanjing Administrative Division In The Republic Of China (1927-1935)

The divisions of regional administrative are closely related to the unification of the country, national solidarity, and economic development. In April18th,1927the national government moved the capital to Nanjing took the areas within external contour of Jiangning as Nanjing city and took the parts that were outside external contour as Jiangning county. With the historical progress and with the development of municipal and county administration, Nanjing city and Jiangning county have become increasingly contradictive in the administrative divisions. The disputes between administrative divisions are not only boundary problems, but also a lot of interests’ disputes under the boundary dispute.Nanjing city and Jiangning county began a long time of border disputes under the problems such as the fiscal authority. Province and city communicated repeatedly with each other on boundary problem. Nanjing city proposed that capital was set by international experience, argued to expand the city boundary, and generated the idea of abolition of Jiangning county. In1928, the central political meeting made the resolution that make Jiangning county a part of Nanjing city. The resolution caused great repercussions among the Jiangning county public. They launched a campaign against the abolishment of Jiangning county. Finally, the central government made the resolution of postponement under public pressure.Jiangning county was preserved, but the disputes about the boundaries between cities and counties did not stop. The boundary disputes between the cities and counties continued and the boundary also experienced changes again and again from1928to1933. Nanjing claims to take the area that belongs to Jiangning county as a part of the city based on the original city downtown while Jiangning county opposed to expand city boundary. Finally, the interior ministry proposed a compromise that provinces and cities determined the boundary based on commmunication. Jurisdiction delivery between cities and counties were made in1934, and Jiangning county government evacuated the urban area in1935. The administrative disputes between cities and counties came to a conclusion. Although the boundary issue between cities and counties continued, there were also cooperation and exchanges under the dispute, thus promoted the common development of cities and counties.The administrative disputes between Nanjing city and Jiangning county during the period of the Republic of China in the final analysis were the debate of economic interests, which reflected the development of relationship between the urban and the rural in the process of urbanization development. Therefore, the study on administrative disputes between Nanjing city and Jiangning county during the period of the Republic of China has an important significance both in academic and practical aspect.
